Department Overview: Operations Policy and Country Services (OPCS)
OPCS plays a central role in WBG's mission by developing and overseeing operational policies, procedures, and strategies. The VPU advises and supports WBG management on a wide range of issues related to country engagement, lending operations, financial management, procurement, and corporate results reporting. OPCS is also responsible for risk management, environmental and social safeguards, and operational learning. Working in OPCS provides professionals with broad exposure to strategic operations and deep insights into the Bank?s core business. With almost 200 staff members, OPCS is structured into four departments:
1. Operations Policy (OPSPO): Responsible for country strategies, lending, and advisory instruments.
2. Operations Standards Procurement and Financial Management (OPSPF): Focuses on procurement, financial management, and anti-corruption policies.
3. Operations Standards Environment and Social (OPSES): Manages environmental and social safeguards, policies, and grievance mechanisms.
4. Operations Strategy, Risk, Results, and Learning (OPSRL): Drives strategy, risk management, results reporting, and learning, while supporting operational effectiveness.
Role Overview
This position is part of the Strategy, Risk, and Results (OPSSR) unit within OPSRL, which leads the agenda on development outcome risk analysis. This assignment is focused on:
1. Risk Data Integration and Reporting: Enhancing the mapping, cleaning, analysis, visualization, and reporting of risk data to inform senior management, the Board, and external stakeholders.
2. Coordinating Risk Reviews: Coordinating the corporate review process for pipeline projects with other OPCS units to provide risk-based recommendations to OPCS Management.
3. Developing a Risk Data Platform: Supporting the development and maintenance of the Risk Data Management System to integrate, standardize, and streamline risk data processing, including E&S, financial management, and procurement risks. Support in development of a Risk Dashboard to provide real-time custom risk reporting for stakeholders.
4. Automate Risk Data Processes: Driving the automation of risk data processing to improve the efficiency and quality of risk analytics and coordination between units.
The selected candidate will be instrumental in advancing OPSSR?s risk measurement and management initiatives. This includes optimizing data systems, providing regular data insights to senior management and the Board, and coordinating efforts with other OPCS units and regions.
Key Responsibilities: ? Risk Data Analytics: Conduct data cleaning, exploratory data analysis (EDA), and provide analytical support and visualization, including drafting reports and presentations of risk analytics. ? Visualization and Reporting: Create interactive dashboards, dynamic visualizations, and real-time reports to support decision-making for senior leadership and operational teams. ? Automate Risk Data Processing: Support efforts to streamline and automate risk data production, processing, and reporting workflows. This includes working closely with ITS, Global Practices, and Regions to incorporate tailored data solutions into risk data management. ? Collaboration with Risk Stakeholders: Engage with project teams, regional development effectiveness teams, OPCS units, enterprise risk management teams, and other WBG units to align risk analytics with stakeholder needs. ? Quarterly Updates: Provide data analysis and visualization related to risk and other operational data for quarterly updates to the Board. ? Other Ad-Hoc: Provide data-driven insights to management and respond to emerging analytical needs as they emerge.
Selection Criteria
? Educational Background: Master?s degree in a relevant field (e.g., Economics, data science, business administration, public policy, or related field) with a focus on data analytics, information systems, etc.
? Operational Knowledge: Solid understanding of the World Bank's organizational structure and operations.
? Analytical Skills: Proficiency in Microsoft Office Suite (strong knowledge of Excel and PowerPoint), database management, and data analysis and visualization. Experience with MDBs in portfolio management and/or management consulting firms preferred.
? Communication Skills: Excellent verbal and written communication skills in English. Ability to present complex technical information clearly to both technical and non-technical audiences.
? Collaboration and Initiative: Strong interpersonal skills and a proven track record of working effectively with different stakeholders.
? Problem-Solving and Flexibility: Creative problem-solving abilities, with a focus on developing solutions to data challenges. Comfortable working in a fast-paced, dynamic environment and capable of multi-tasking.
? Experience & Technical Knowledge: Prior experience working with operations data, risk analytics, results measurement, or development effectiveness data is preferred.
