Horizon BCBSNJ employees must live in New Jersey, New York, Pennsylvania, Connecticut or Delaware Job Summary:This position is accountable working with senior leaders with HCM&T and across other divisions to ensure the HCM&T division is appropriately leveraging technology to optimize business outcomes. It will partner with the business and IT to develop and maintain a business technology strategy and oversee the execution of the strategy. The position is responsible for ensuring the effective definition and implementation of an $50 m annual portfolio of projects across the HCM&T Division and in partnership with other divisions. Projects include, but are not limited to Corporate Portfolio, CCB, operational effectiveness (BPI), new business or process implementations. The leader will also be accountable for serving as the product owner for several key transformational provider and member enablement platforms with operational budgets totaling $10M (including a propriety health information exchange/population health mgmt/analytics platform and a member chat platform). Responsibilities: Develop a strong understanding of business processes and business objectives, understand how well current technologies are supporting them and work with the business executives to develop a future vision for optimal technology enablement as well as a roadmap to get there. Maintain awareness of new and upcoming technologies and solutions for solving complex business issues. Influence business leaders to make key strategic business decisions for new operational capability builds integral to delivering competitive services and capabilities to members and partners based on deep dive market assessment of changing market/customer requirements, evolving competitive capabilities, and ongoing member/consumer research. Responsible for creating standard and complete business cases for major initiatives and ensuring business cases and implementation plans are supported by deep and broad business analytics, clear understanding of cross division impact and downstream implications of programs, processes, new business models as well as critical organizational support regarding funding, resources and time commitments. As part of product owner role responsible partnering with senior transformation leaders on product strategy definition and implementation as well as analysis and adoption campaigns to increase utilization and value realization. Also responsible for working with IT and key vendors to provide business technical support for key platforms. Ensure the appropriate level of business due diligence is applied to the definition and delivery of initiatives across HCM&T by engaging business SMEs, operational readiness and change management activities. Partner with IT to manage all aspects of key technology vendor relationships in areas of responsibility. Active participation in key project stakeholder meetings related to key HCM transformational initiatives. This participation includes an in depth understanding of project execution and underlying assumptions as well as collaborating with HCM&T department leaders in order to identify and resolve initiative execution issues. Accountable for ensuring all staff meets regulatory, accreditation and federal requirements and comprehends and complies with best practices, professional standards, internal policies and procedures. Manage, develop and train staff; develop and monitor goals; conduct annual performance reviews, and administers salaries for the staff. Determines departmental and project budgets and conducts ongoing expense management. In lieu of degree, relevant work experience is required. Requires broad-based experience with a minimum of 15 years of experience in large complex environments within healthcare, healthcare consulting/technology or managed care in clinical operations and/or strategy roles At least 5-8 years of experience in leading large technology enabled programs/portfolios focused on improving operational effectiveness and business capabilities. Requires minimum of ten (10) years of management experience. Requires a minimum of 3 years leading director/Sr.Manager level leaders and their organizations. Experience working with Health Information exchanges and driving business value from integrated clinical and administrative claims data strongly preferred. Experience developing IT strategies and application support best practices preferred.
Knowledge:
Knowledge of all facets of healthcare delivery system and operations.
Knowledge of Health Information Exchange value propositions, technologies and best practices.
Knowledge in the principles of Population Health management, Utilization management, Case management, Quality management.
Advanced knowledge of project management methodologies in large scale IT managed projects space.
Experience with process improvement/six sigma methodologies preferred.
Must be proficient in the use of personal computers and supporting software in a Windows based environment, including MS Office products (Word, Excel, PowerPoint) and Outlook; Should be knowledgeable in the use of intranet and internet applications.
